SOBA's 2015 Boating Access Conference will be held at the historic, family-owned Basin Harbor Club , 25 miles south of Burlington.  The theme is Green Access, Clean Boating, Blue Waters, and will have a focus on climate change adaptation.

If you are interested in obtaining some Professional Development Hours (PDH) of continuing education in order to maintain your professional standing, you have the option of enrolling when you register online.

Guests should make their own reservations by calling toll free 1-800-622-4000 by August 18, 2013Guests should identify themselves as members of the States Organization for Boating Access 2015 Annual Conference.  All reservations must be guaranteed and accompanied by a first and last night room deposit with a Visa, MasterCard or a check within 10 days of making reservation.  All SOBA conference attendees will need to call Basin Harbor Club and Resort directly to make a reservation as online reservations will not be accepted at the group rate.

The group rate is $125.00 per bedroom, per night plus 9% service fee and 9% VT Rooms Tax.  Breakfast will be offered separately at $11 (plus taxes and service charge) during conference days.

Basin Harbor Club and Resort has many different accommodation types ranging from Historic Guest Rooms to Studio, One, Two and Three Bedroom Suites/Cottages.   Two and Three Bedroom Suites/Cottages are in prime locations and are suitable for organizations that have multiple people attending the SOBA Conference.   All Two ($250) and Three Bedroom ($375) units share a common living room with a private bath for each bedroom.

There are limited numbers of each accommodation type available, so we recommend that attendees book early to ensure they get their first choice.  Our reduced hotel rate of $125 per room will be offered for shoulder dates on the front and back end of the conference, subject to availability.

Cancellations:  Deposits (taken either in cash or by credit card) are refunded or credited only if notice is received fourteen (14) days prior to arrival date.  Cancellations received less than fourteen (14) days prior to arrival are subject to forfeiture of the full deposit amount.

By arrangement with the Basin Harbor Club, Jessica's Vital Transit will be organizing SOBA roundtrip transportation between Burlington International Airport (BTV) and the hotel. Please visit: for information and reservation kiosk. Cost is $40 per seat, per transfer, or $80 per person round trip.

SOBA reminds conference attendees that certain costs are eligible under USFWS grants (Boating Access, CVA), in particular, memberships and certain conference costs. See excerpt below from the applicable OMB Circular.

2 CFR 225 Cost Principles for State, Local, and Indian Tribal Governments (OMB Circular A-87).

27. Meetings and conferences. Costs of meetings and conferences, the primary purpose of which is the dissemination of technical information are allowable. This includes costs of meals, transportation, rental of facilities, speakers’ fees, and other items incidental to such meetings or conferences. But see section 14, entertainment costs, of this appendix.
28. Memberships, subscriptions, and professional activity costs.  A) Costs of the governmental unit’s memberships in business, technical, and professional organizations are allowable. B) Costs of the governmental unit’s subscriptions to business, professional, and technical periodicals are allowable. C). Costs of membership in civic and community, social organizations are allowable as a direct cost with the approval of the Federal awarding agency.  D). Costs of membership in organizations substantially engaged in lobbying are unallowable.

The Lacy E. “Nick” Nichols Education Fund provides a resource to members who have a desire to further their knowledge and expertise in boating access and related issues through continuing education, who are in good standing, and who have made contributions to SOBA in some way.   The Education Fund can only be used to defray costs specifically affiliated with attending the annual SOBA conference, be it for the twenty-five percent non-federal matching fund for Sport Fish Restoration, Clean Vessel Act or Boating Infrastructure Grant Programs, or other conference related expenses (e.g. travel costs, accommodation, registration fees).
